Pennsylvania (PFBC)

The Pennsylvania Fish and Boat Commission operates the largest inland trout stocking program of the three SHA states.

What gets stocked

  • Rainbow trout -- the dominant stocked species across PA. Hatchery-bred for fast growth + uniform size.
  • Brown trout -- substantial program; brown trout are second to rainbows but well-represented.
  • Brook trout -- limited; hatchery brook trout are stocked on specific waters. Wild brook trout populations are managed separately + protected; see brook trout headwaters.
  • Golden rainbow trout -- a hatchery genetic variant (yellow-bodied rainbows) stocked at a small percentage of standard rainbows as a novelty bonus.

When stocking happens

  • Pre-season stocking -- February through March. Standard practice is to stock streams 2-4 weeks before the opener so fish disperse + acclimate.
  • Opening day stocking -- some waters receive day-before-opener stocking; specific water + cycle dependent.
  • In-season stocking -- many STW waters receive multiple in-season stockings April through May.
  • Fall stocking -- selected waters receive fall stockings October-November to extend the angling season.

  • Rainbow trout -- substantial; second to brown trout in some regions.

Reading a stocking schedule

Each agency publishes stocking schedules in similar format -- per-water listings with date, species, fish-count, fish-size. Practical reading tips:

  • Counts are approximate. Hatchery deliveries vary slightly from posted counts. Treat the number as a range, not a literal figure.
  • "Fingerlings" vs "catchables": fingerlings (3-5 inches) take a year+ to reach catchable size. Catchables (10-14 inches) are immediate-fishery targets.
  • Stocking + opener relationship: pre-stocked waters disperse fish during the 2-4 weeks before the opener. Day-before-opener stocking concentrates fish at access points.
  • "In-season" or "interim" stockings: usually mid-April + early May depending on agency.
  • Per-water frequency: popular waters may be stocked 4-6 times across a season; smaller waters once.

Pre-stocked vs day-of-stocked tactics

Stocked-trout fishing tactics depend on how long fish have been in the water:

  • Day-of + 2-3 days post-stocking -- fish concentrated near access points; recognize hatchery pellets + smaller attractor patterns; PowerBait + spinners + small streamers.
  • 1-3 weeks post-stocking -- fish dispersed; beginning to recognize natural food; standard small nymph + dry-fly patterns work.
  • 1+ month post-stocking (holdover candidates) -- fish behave more like wild fish; natural patterns + technical presentation required; can fish like wild trout water.

Stocked vs wild ethical framework

Stocked + wild waters have different management priorities:

  • Stocked-only waters -- put-and-take; harvest legal + ethically uncomplicated.
  • Mixed-stock waters -- harvest hatchery fish; release wild fish where identifiable. PFBC Class A + NYSDEC Wild Trout Stream + ODNR special-regulation waters often have wild populations alongside stocked fish.
